MRS ANNA ELIZABETH RAYMOND
Anna received her Bachelor of Laws Degree from the University of Papua New Guinea in early 1992. In November of the same year she was admitted to the Bar to practice as a lawyer before the National and Supreme Courts of Papua New Guinea. She gained a Masters of Laws from the University of Canberra in December 2008.
Anna began her career by working with Warner Shand Lawyers (a private law firm) in 1993. After a month on the job she moved to the Office of the Public Prosecutor where she worked for two years before being gazzetted a State Prosecutor. In 1998, Anna joined the Public Solicitor’s Office and was appointed the Solicitor in Charge of the Public Solicitor’s second largest office. As the Solicitor in Charge she was responsible for a pilot project funded by the Australian Government under the Law and Justice Sector Program in 2006 to pilot the Public Solicitor’s Legal Aid Extension Project to the Districts in line with the National Government’s Medium Term Development Strategy to bring services to the people, especially the majority of the people who leave in remote rural areas.
This vision was well received and trialed in the Bulolo District of Morobe Province. The consultation phase for this project involved non government organizations like the Community Justice Liaison Unit (CJLU) and Individual and Community Rights Advocacy Forum (ICRAF). These were informal sector agencies that contributed to the sharing of resources to kick start the project. It has now been considered a success for the Public Solicitor to increase legal aid to other districts and especially provincial centers where there is no office of the Public Solicitor.
